The street lamps dimly lit the rain-soaked streets – Creative Writing

The street lamps dimly lit the rain-soaked streets of the small town in which I live. Terraced houses line each side of the narrow streets and the sound of raindrops on tiled roofs constantly drum in my ears. The streets are totally empty, not even the odd car or person breaks the monotony of the black tarmac. A rusty iron fence surrounds the small park by the houses and the play area is deserted and broken. The sky is dark and overcast, with the occasional roll of thunder rumbling in the distance. By ten o'clock my shift at the local supermarket is over and I have to begin the long, mind-numbing walk home. The supermarket car park is covered in red, yellow and brown leaves from the old trees at the side of the road and I struggle across the slippery surface until I reach the dark subway that leads under the main road to the terraces. The subway walls are covered in graffiti while broken bottles and cigarette ends line the floor. I always feel slightly nervous when walking through this subway; its intimidating darkness makes me uneasy. Emerging from the subway I meet the usual dim glow of street lamps illuminating the small terraced houses that, to me, signified safety and protection. â€Å"Empty your pockets!† shouted a gruff voice, as a man jumped out from the side of the subway exit, â€Å"Give me your money or I'll kill you!† There stood a tall, well built man, dressed in dark, ragged clothes in an aggressive stance with his fist raised and his other hand in his pocket. He wore a hooded top concealing most of his face, except his black rotting teeth and his stubble covered chin. His shoes had holes and there were cuts and scars on his face. He shivered and shook while the rain soaked him through as he pinned me against the wall. â€Å"Please don't hurt me,† I begged. â€Å"I've done nothing wrong.† â€Å"I said empty your pockets!† repeated the man â€Å"What do you want from me?† I asked nervously. â€Å"If you don't give me your money, I'll†¦Ã¢â‚¬  he nodded his head towards his pocket, where my eyes met with the tip of a shining object that I presumed was a knife. â€Å"Ok, just please don't hurt me!† By now I was petrified, so I nervously put my hands in my pockets and scrambled around for and loose change and then pulled everything out and dropped it on the floor. The man immediately bent down to pick up the coppers and chocolate bar that fell to the floor. He counted the change rapidly and put the chocolate in his pocket. â€Å"What's in your jacket?† the man shouted. â€Å"N-n-n-nothing,† I stammered. â€Å"Don't lie!† he shouted, as his voice became more and more desperate. â€Å"Now take your jacket off and give it to me!† I didn't move. â€Å"Give it to me!† the man screamed at the top of his voice as he tore off my jacket and turned it upside-down to empty it. My wallet, keys and mobile phone fell out and as the man bent down to pick them up I spied my chance to make a run for it. I hesitated to think of my escape route but this proved to be a huge mistake. As I tried to run, the man got a hold of my trailing foot and dragged me to the ground, my feeble body could not escape the grasp of the man. He stared down at me and then kicked me in the stomach to stop me getting the same idea of trying to escape again. Lying in a puddle, I watched him gather the phone and wallet; leaving the keys and throwing away the wallet once he had taken the à ¯Ã‚ ¿Ã‚ ½10 that was in there. â€Å"This doesn't look like nothing, does it?† he screamed with his face right next to mine, holding the crumpled note in front of my eyes. â€Å"Does it?† â€Å"N-n-no† I managed to say. â€Å"Get up!† he shouted angrily. I scrambled to my feet, still holding my stomach to try to suppress the pain of being kicked. â€Å"Yes?† I didn't actually want to know what he wanted. â€Å"I'll see you again later.† He said it with an evil smile and chilling abruptness, and then he turned away and walked, with a limp, towards the subway. As the dark figure merged with the darkness, the thought of how long ‘later' would be, and what he would do then, ran through my mind. During the confrontation, the rain had turned to hail without me realising, and the hail was stinging my cold, wet face. I was breathing heavily as I picked up my keys and torn coat, draping it over my head. I turned towards the street, still in a state of shock over what had happened and began to take nervous footsteps towards home. Soon the nervous footsteps turned to a sprint when I had come to terms with what had just happened. The street and houses turned to a blur and somehow I just kept running, all the way to the entrance of my street, where I had to stop and coordinate myself in order to find my house. I reached in the pocket of my jacket to retrieve my keys, and slowly found my way to number 56. The keys had a constant jingle, due to my hand's vigorous shivering, which also made it hard to get it in the lock and open the door. After a minute of nervous frustration the door opened, I jumped in and shut the door behind me.

This puts the rest of the team in a situation that could cause stress and extra work that they wouldn’t have had to deal with if the team member had done what they said they would do. In order to avoid this it is important for all team members to understand the importance of doing what they are assigned to do. †¢A team member who does not meet deadlines There are many things to consider when something goes wrong when you are a part of a team or group. The first thing I would do is make sure that the deadline was known and that the team member understood the deadline and what was supposed to be completed. If there was a misunderstanding then I would make sure that the rest of the team didn’t have the same misunderstanding about the deadlines and their importance. This situation is especially true for me and this assignment. I was late in submitting my portion and it has put team members in this exact scenario. The way I would handle this with myself, is to make sure I know how important deadlines are and how the impact the work of the rest of the team. I would let myself know that people are relying on me to have my portion of a project or assignment done in order for their portions to be implemented and the final project to be completed. In order to avoid this in the future, I will make sure that I keep track of all deadlines and schedule my time accordingly.

Accidents Have Caused Major Explosion In the past few years there had been a steady increment in the usage of the risk assessment in the offshore production facilities. This is especially after the Piper Alpha disaster in 1988 and many other major accidents that killed many lives. Operators are showing an increasing awareness by reviewing the safety of their existing topside production facilities. The Piper Alpha accident provided adverse confirmation that the predictions of risk analyses regarding major accidents were certainly prudent. Quantitative Risk Assessment (QRA) is very useful in order to reduce the risks especially on the hydrocarbon releases from offshore topsides facilities. (Harmony, 1998) The accidents have caused major explosion and followed by some other minor explosions that release huge amount of hydrocarbons such as gas, liquid and 2-phase liquid. According to the investigation report that had been made after the accident, the main reason that causes the accident is the handover work made by two diff erent shift personnel. Communication problem is one of the reasons of the tragedy. Initially the platform only produced crude oil. However, after a few years natural gas is also being produced. During the installation of the gas conversion equipment, the fire walls were not upgraded to the blast wall that causes a severe explosion throughout the disaster. Moreover, the pumping operation of oil and gas was continued even though the fire started to spread on the platform due to lack of professed authority that just witness the burning of the Piper (Taylor, Wallace, & Ward, 1991). It was started from the two condensate injection pumps which are A and B. The day shift engineer forgot to inform the condition of pump A to the night shift engineer in which the pressure valve was removed for recalibration and recertification. There are about 106 recommendation has made for the future of safety offshore by the Cullen Report. All of the recommendations had been accepted and implemented by the offshore operators later then (Simon, 2012a). Petrobras Enchova Central Platform was listed in the major offshore accidents. This platform also listed as one of the worst and notable blowouts in the history of offshore oil platform. It is located in the Enchova Field, Brazil and operated by Petrobras. Two major incidents recorded in these fields which were on 16 August 1984 and 24 April 1988. The first accidents caused by blowout followed by explosion and fire. Most of the personnel were evacuated safely by chopper and lifeboat. Unfortunately, 42 workers died during the evacuation processed. The main reason that killed many lives during evacuation is because the failure of lowering mechanism of a lifeboat. The lifeboat was suspended and eventually fell 10-20m to the sea which killed 36 personnel. The other six workers were killed when they jumped from the platform to the sea at 30-40m height. (Simon, 2012b) The second accident occurred on 24 April 1988 which is four years later dur ing the workover operations on the platform. One of the well that operated by the platform blew out and finally ignited that resulted in the destruction of the platform. Petrobras decided to drill two relief wells in 30 days’ time and eventually succeed in controlling the blowout (Maduro & Reynolds, 1989). The workover well was performed in order to convert oil well to gas well. Then the blowout occurred during that converting process. The fire resulted from gas ignition last for 31 days. There was no loss of life recorded because the floating living quarters were separated from the platform during the blowout. The operator incurred a total loss because the extensive damage to the topside structure (Simon, 2012b).

The right ventricular hypertrophy refers to the thickening of the right lower chamber of the heart (ventricle). The thickening of the heart chamber makes the heart unable to function well. It needs more pumping effort to push the blood through the narrowed pulmonary valve including the area below it. Tetralogy of Fallot can be successfully treated and repaired through an open-heart corrective surgical treatment between the baby’s first sixth month up to one year of age3, 4 or treatment with the use of beta-blockers such as propranolol. It also serves to remind the reader that in a racist community, there is always the risk that one may be deprived off their freedom or lose control over their situation. The caged bird in the book therefore comes to represent the different black people who have to confront racism on a daily basis yet succeed in keeping hope intact (Hagen 55). From a young age, Maya is confronted by the racist thoughts that are prevalent in her community. She is made to int ernalize the idea that being white with blond hair means that one is beautiful. She feels that she does not fit this description of beauty (she is fat and black) and she therefore goes through life considering herself an ugly child. While living at Arkansas, the community is segregated to the point where Maya wonders if white people truly exist as she does not come into contact with them. This means that at this age, the kind of racism that she is exposed to is not obvious, as she is not in contact with the whites. Just like a caged bird, Maya is trapped in a cage of negative self-image and a poor sense of self-worth, which are as a result of the exposure that she has received from the community (Nelson 18). At the beginning of the book, Maya makes the assertion that being aware of the displacement as a child was like having a razor placed at her throat. This comes from the awareness that she lacked a sense of belonging as a child. The awareness of the displacement that she faced ma de things worse for her as she could not associate with other children who she felt looked different from her. As Maya grows up, she is confronted with the harsh reality of racism. This is the racism that is obvious and directed to her as a young black woman. Examples of this racism can be seen when she is employed in a place where her white boss calls her Mary instead of Maya. This was a tendency by the with racists to call African names that sounded ‘white’. The whites also do this as a way of minimizing or negating the black person. She also visits a white dentist who refuses to treat her because she is black. During her graduation from the eight grade, one of the white speakers gives a racially condescending speech that shows the extent of racism in the society (Page 5). As a child, Maya sought escape from the harsh reality of racism by escaping into a world of fantasy. When Momma asks her to stand outside the white dentist’s office after he refuses to treat her, Maya imagines her mother having some sort of magical power and punishing the dentist. She even imagines that the dentist’s nurse is turned into a sack of food for the chicken. Maya has therefore created a fantasy world in which she can escape to when confronted with situations of racism (Bloom & Angelou 42). This was a person who always seemed to have things together. I had asked if anything was going on that I did not know about that would make her this way. The friend told me about her switching positions a t the hospital because of her being a nurse now, and said she was not handling the stress of that very well. That was all she told me about. Again I knew that this still was not her to be like this over something like a new job that I knew she was anxiously waiting to do. Later in the week I called Lisa to see if see was home. When I spoke with her again I could tell she still was not herself. I came out and asked if there was something wrong with her and she then started to cry on the phone. United States Electoral College Essay The Electoral College, the mechanism for electing the president and the vice-president of the United States which was first put to use in the 1789 presidential election has already outgrown its purpose and should therefore be abolished (National Archives and Records Administration). Formulated by the country’s founders more than two hundred years ago, the system has undoubtedly grown stale and ineffective and no longer â€Å"conform to our modern interpretation of democracy, which is one person, one vote† (Hough). According to the National Archives and Records Administration (NARA), although the term could not be found anywhere in the United States Constitution, it is believed to have been actually conceived by the â€Å"founding fathers as a compromise between the election of a president by Congress and election by popular vote. † The term was coined from the words â€Å"elector† and â€Å"college. † The term â€Å"elector† was used to refer to the German princes who were granted the right to take part in the process of electing the German king who later became the emperor of the Roman Empire while â€Å"college† was taken from the Latin word collegium which means â€Å"a body of persons that act as a unit. † Thus the term â€Å"electoral college† means a group of people chosen to elect the President and the Vice President of the United States of America (NARA). A total of 538 electors handpicked by political parties comprise the present Electoral College. Every state has two electors representing their two senators and another elector for each of their congressional representation. This means that a small state with only one congressional representation owing to the smallness of its population is allocated the minimum number of three electors. In 2004, the four states with the highest number of electors were: California (55), Texas (34), New York (31), and Florida (27) while seven small states (Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont, and Wyoming), and the District of Columbia, had only three electors each (NARA). As congressional representation is determined by the census of population which is taken every ten years, a state’s number of electors could therefore be reduced or increased, without prejudicing the total electors of 538 for the entire country. For instance, based on the 1990 census of population, the state of Arizona was allowed 8 electors for the presidential elections of 1992, 1996, and 2000. After it registered a population increase in 2000, its number of congressional representation and therefore, the number of its electors, was raised to 10 for the presidential elections of 2004, 2008, and 2012 (NARA). In 48 states and the District of Columbia, a presidential candidate who gets the majority of votes in one state is awarded all the electoral votes allocated for that state in a â€Å"winner-take-all† manner. In the states of Maine and Nebraska, meanwhile, proportional voting is practiced. Under this voting system, Maine, which has four electoral votes, gives one vote to the winner in each of its two congressional districts and gives the remaining two votes to whoever gets the majority votes in the entire state (NARA). A simple majority or a minimum of 270 electoral votes is needed to win the U. S. presidency. In case of a tie (269-269 result) in the presidential contest, the Congress of the United States decides the issue while the U. S. Senate conducts the runoff election in case of a deadlock in the vice presidential race. In the history of the presidential election in the country, the congressional runoff was only done twice – in 1800 and in 1824. In the vice presidential race, the United States Senate was called on to decide the issue in 1836 (NARA). This is the first undesirable feature of the Electoral College that many American voters find unacceptable. A tie in the presidential election under this system takes the electoral process away from the hands of the American voters and confers the power to elect the president to a highly partisan congress. In such a scenario, the presidential candidate of the party which controls the House of Representatives would win the presidency regardless of the will of the majority of the American voters. A case in point was the 1824 presidential election. When congress decided on the issue after a deadlock was declared, Andrew Jackson lost the presidency to John Quincy Adams despite garnering a decisive 57. 2% of the popular vote (NARA). Point two against the Electoral College is the fact that the president and the vice president of the United States are not actually chosen by the people but through the electoral votes assigned to the 50 states and the District of Columbia. It is therefore possible for a candidate to win the votes and gain the trust and confidence of the majority of American voters and still lose the presidency – a systemic defect which is tantamount to a disenfranchisement of American voters. This has already happened four times in the political history of the country. The case of Andrew Jackson in 1824 was already discussed earlier in this paper. Another case occurred in 1876 when Rutherford Hayes (R) won the presidency with a single electoral vote majority (185 against Samuel Tilden’s 184) in spite of the fact that only 48. 5% of those who voted went for him while the majority 51. 5% voted for Tilden. Once again, in 1888, Benjamin Harrison (R) won with 233 electoral votes against Grover Cleveland’s (D) 168. However, 90,596 more American voters had chosen Cleveland over Harrison in that election. The most recent case was the 2000 presidential election. President George W. Bush (R) defeated Albert Gore, Jr. , 271 – 266 electoral votes, despite getting only 50,456,062 popular votes (49. 7%) against Al Gore’s 50,996,582 (50. 3%). The official result of that election, in effect, nullified the votes of 540,520 American voters who gave Gore the advantage in popular votes, thereby expressing their preference for Al Gore to be the president of the country (NARA). The Electoral College does not count the votes cast by American voters equally. For instance, in the 2004 election, Wyoming, one of the small states, was allocated three electoral votes. California, on the other hand, whose population was about fifty times larger than Wyoming, only had 54 electoral votes. A simple computation would show us that although California was 50 times as large as Wyoming, its number of electoral votes was only 18 times larger (54/3 = 18). In other words, a vote cast by a voter from Wyoming was given a higher value than the vote cast by a California voter (Bates). Or, expressed another way, one Wyoming voter is equal to 18 California voters. This is plain inequality! Electoral College discourages some voters from participating in the election, thereby resulting to low voter turnout which reduces the credibility of an election. This is true in the case of states which have already been identified as one-party states. For instance in 2004, since California was already expected to vote for the Democratic candidate, chances were that some voters who planned to vote for the Republican standard bearer could have chosen to stay home instead. Indeed, what’s the point of voting when your state is already in the hands of the other party? It would seem as if the votes have already been counted before they were cast (Bates). On the other hand, defenders of the Electoral College claim that under the popular voting, the small states would simply be overwhelmed by the large states and that presidential candidates would tend to overlook them in favor of large states where more votes could be obtained. The opposite had, in fact, been observed during the campaigning which occurred for the 2004 election. Let us return to the example of California, the largest voting state in the country. Because it was already expected to go for the Democratic Party, George W. Bush ignored it in spite of its size and its 54 electoral votes and concentrated instead in the â€Å"swing state of Pennsylvania† which he visited â€Å"more than forty† times. In fact campaigning for the presidency of the United States had always shown candidates spending more time in swing states than in larger states which had already committed to the other side (Bates). Because of its proven ineptness and widespread unacceptability, the Electoral College has been labelled differently by different people. It was likened to â€Å"the vermiform appendix: a useless organ that can cause trouble on occasion† (Abolish the Electoral College? ). It was described by the American Bar Association as â€Å"archaic and ambiguous† when a survey it conducted in 1987 found that 69% of American lawyers wanted the system abolished. The American public have spoken against the system through polls held in 1967 (58%), 1968 (81%), and then again in1981 when 75% of Americans were found to favor its replacement by a popular voting system (NARA). Regardless of the labels, however, the subjugation of the people’s will and the utter disregard for the value of the votes of Americans has rendered the Electoral College unacceptable to the American public. Their disgust and contempt for the system was already shown by the more than 700 proposals for its abolition or modification. They almost succeeded in the U. S. Senate in 1956 when amendments introduced by Republican Senator Karl Mundt (South Dakota) and Texas Democratic Senator Price Daniel won a senate voting with a 48-37 majority. Only their failure to muster the required three-fourths vote of the senate prevented the measures from pushing through (Duchschere). The American people tried again in 1969. Supported by then President Richard Nixon, an amendment was unanimously approved in the House of Representatives only to be stalled in the Senate for almost one year until supporters lost their interest on the measure and it died a natural death. Republican Senator Eastland and Democratic Senator Thurmond, described as â€Å"notorious segregationists† because they had been observed to have â€Å"voted against every civil-rights and voting-rights measure† in the Senate, were responsible for its death (Electoral Justice). Americans now want their votes to be properly counted and their decisions duly respected. As Professor Keyssar aptly put it, Americans today believe that the Electoral College has ceased to mirror America’s â€Å"sense of social equality† (Hough). Hence, it is now time to say goodbye to the antiquated, obsolete Electoral College. The time has arrived to show the civilized world that in the United States of America, every man, every registered voter, has a right to vote and a right to demand that such vote be counted. About the United States Constitution Essay Essay 1 The Constitution of the United States created the form of government known as federalism. The national and state governments each have specific powers and functions, while also sharing some of the same powers. The Constitution made the agreement that any laws passed under the constitution would be the supreme law of the land. Three separate branches were created; the legislative, executive, and judicial. **********The new Constitution resolved the weaknesses of the Articles of Confederation to the extent that it created a new system of government that was equipped with the necessary powers needed to implement changes through compromises, the passing of laws, and the levying of taxes. During the Constitutional Convention of 1787, delegates met in Philadelphia to discuss the difficult problems the new nation faced. The Framers decided that in order to facilitate change within the nation, the Articles of Confederation needed to be replaced with a new plan for government that would give the federal government more power to implement the changes necessary for the progression of the nation. The next step was to devise a plan for the government that would be accepted by the people of the nation. A series of compromises, known as the Three-Fifths Compromise, and the Great Compromise, were created. The Virginia Plan, created by James Madison, included an executive branch, courts, and a bicameral legislature where representation in each house of Congress would be based on each state’s population. This plan enticed delegates from heavily populated states such as, New York; however, the small states feared a government subjugated by the large states would give them no say. The New Jersey Plan, devised by delegates from the smaller states, included a unicameral legislature in which states would have equal representation. Within this plan, Congress had the power to set taxes and regulate trade, which were powers it did not have under the Articles of Confederation. The New Jersey Plan was not accepted because ******larger states thought they should have more power. After six rigorous weeks, *the delegates came to a compromise later known as the Great Compromise. The compromise proposed that Congress have two houses, a Senate and a House of Representatives, in which the Senate granted equal representation and the House granted representation based on population. In the Articles of Confederation, there was only *one vote per state. To pass laws, nine out of the thirteen colonies had to be in  favor of it and to make amendments; all thirteen colonies had to be in favor of the idea. The Great Compromise included that two thirds of the Senate and the House had to agree on a law or an amendment for it to be passed which was much easier. The compromise pleased both groups, but they were not completely satisfied. The Great Compromise directly dealt with the weaknesses within the Articles of Confederation and for this reason it gained popularity. The Three-Fifths Compromise came about after the Great Compromise which answered some of the remaining questions such as, who could vote. The compromise stated that every five enslaved persons counted for three free persons therefore, three-fifths of the slave population in each state would be used in determining representation in Congress. Americans were not all in favor of the Constitution at first, they were known as Anti-Federalists. They thought that the document would take away their liberties that Americans had fought hard to win from Great Britain. Their main argument was the new Constitution would create a strong, federal government and ignore the states and it lacked a bill of rights to protect individual freedoms. Those who were supporters of the document called themselves Federalists. They believed the Constitution would create a system of federalism, a form of government in which power is divided between the federal government and the states. The Federalist Papers, written by John Jay, Alexander Hamilton, and James Madison, was what won the Anti-Federalist’s support of the document. In a series of essays, they argued that the United States wouldn’t survive without a strong federal government and reassured the document would protect their nation. Both the Anti-Federalists and the Federalists came to the conclusion that if the Constitution was adopted, the new government would add a bill of rights. The Constitution was completely ratified in 1790 which made the thirteen independent states a united nation, The United States of America. The new Constitution created a framework for the government, which was the something the Articles of Confederation lacked. Three branches within the legislative were created to make sure the federal government would stay stable. Each branch had specific powers while also having the ability to check the powers of the other two branches. The legislative branch, also known as Congre ss, made the laws. The executive branch enforced the laws and is headed by a president and vice president. The judicial system was created in which the  supreme court of the U.S would have the final say as to the constitutionality of laws. In order to avoid one of the branches from gaining too much power, the Framers included a system of checks and balances. This system allowed each branch of government to limit the power of the others. Therefore, the new Constitution resolved the weaknesses of the articles of confederation to the extent that it created a new system of government that was equipped with the necessary powers needed to implement changes through compromises, the passing of laws, and the levying of taxes. The government was able to tax and secure individual freedoms. The thirteen independent states became one nation, The United States of America. Although, not all of the problems of the Articles of Confederation were resolved, the new Constitution created a foundation for our government today.

Health Essays Binge Drinking Alcohol Binge Drinking Alcohol Question: With evidence for a new ‘culture of intoxication’, what are the current attitudes on binge drinking in UK society, and what are the possible causes for the current alcohol consumption patterns in contemporary society? Introduction The aim of this thesis is to answer the question: ‘With evidence for a new ‘culture of intoxication’, what are the current attitudes on binge drinking in UK society, and what are the possible causes for the current alcohol consumption patterns in contemporary society?’ This has been done by carrying out primary research in the form of a questionnaire in order to gain an insight into individuals’ drinking behaviours, and their attitudes towards binge drinking in western society. This piece of work primarily focuses on different drinking patterns and attitudes amongst different social groups in society, and reasons behind these differences. Although social policy is touched upon during the thesis, this is primarily to put the thoughts and behaviours of the sample group into context, and the primary focus is on sociological factors behind the participants’ reactions to alcohol and binge drinking. In recent years there has been an increasing public awareness and concern regarding binge drinking culture in the UK. Alcohol Concern (2003) stated that their research found that 40% of all male alcohol consumption takes the form of binge drinking sessions, while female binge drinking has increased significantly over the last decade. The 1995 Government report, ‘Sensible Drinking’ altered the recommended drinking allowance for males and females from a weekly amount to a daily amount, resulting from concern over the UK binge drinking culture and the worry that ‘weekly consumption can have little relation to single drinking episodes and may indeed mask short term episodes which†¦often correlate strongly with both medical and social harm’. (Sensible Drinking, 1995 cited in Alcohol Concern, 2003) Gofton (1990 cited in Measham Brain, 2005; 264) comments that socio economic restructuring during the 1980s has lead to changes in patterns of consumption, and the development of the British ‘lager lout’. Traditionally, drinking has been a male dominated, community based event but the decline in mixed age groups of male workers has meant that landlords cannot afford to rely on their traditional customer base and as a result drinking has developed into a pastime for both mixed and single sex groups; often age specific, participating in heavy sessional drinking during their free time at evenings and weekends. (Mintel, 1998 cited in Measham Brain, 2005; 265) Measham and Brain (2005) argue that there have been four key transformations that have led to the recommodification of alcohol and the significant rise in sessional drinking. Firstly, a much wider range of alcoholic beverages have been produced in the last decade, to suit all tastes and budgets. There has also been an introduction of high strength alcoholic products, as well as increased strength of traditional alcoholic beverages such as beer and wine, by up to 50%. Thirdly, there has been an increase in marketing and advertising of alcohol products to promote a culture of consumption and the need to purchase alcohol as a lifestyle marker and status symbol. The recent image overhaul of drinking establishments as trendy places, with drinks promotions to encourage greater alcohol consumption has also aided the transition towards a binge drinking culture. The Government Licensing Act and other related policies have aimed to promote civilised drinking by addressing drunkenness and anti social behaviour related to drinking with harsher penalties against offenders and by introducing more liberal 24 hour licensing laws with the aim that having extended hours will encourage a more relaxed approach towards drinking as people will not rush to drink as much as they can before the 11 pm curfew. Further sanctions have been placed on drinking establishments in an attempt to combat drink related disorder at the source by placing responsibility on licensed establishments to maintain order on their premises, to check for underage drinkers and to refuse to serve those who are already highly intoxicated. (Measham Brain, 2005; 263) A recent review of the licensing laws saw that overall, alcohol related crime rates had reduced as a more relaxed drinking climate has resulted from the introduction of 24 hour licensing laws. Culture Secretary, Andy Burnham commented, ‘Our main conclusion is that people are using the freedoms but people are not sufficiently using the considerable powers granted by the Act to tackle problems’. (Burnham, 2008 cited in Donaldson Vina, 2008) It would therefore appear that although a more positive image of alcohol consumption is being created in the UK, problems associated with binge drinking still exist and have not necessarily been addressed effectively through the change in licensing laws. Alcohol Concern (2003) has noted that people in the UK have yet to understand fully the dangers of binge drinking. The majority view it as having a good time, a social norm and part of growing up. In the 1993 survey, findings showed that 42% of those who regularly binge drank recognised that it was harmful to their health but only 24% males and 31% females were motivated to change their drinking habits to improve their health. Further to this the recent GENACIS study of gender and drinking found that the majority of individuals were willing to accept the negative experiences that sometimes occurred as a result of binge drinking in order to enjoy the mainly positive experiences of drunkenness. To summarise, ‘drinking and drugs can be seen as indicators of socio economic and cultural change in the relationship between work, leisure and consumption. Not only do young people form their identities through consumption but the psychology of consumption is centred on the search for gratification, integration and identity formation’. (Measham Brain, 2005; 276) As such, it is understandable if binge drinking has developed as the latest moral panic based on established ideas about binge drinking and social disorder. It is therefore the aim of this study to uncover the attitudes and beliefs of those in current UK society regarding binge drinking and related drinking habits. This piece of research into the attitudes and beliefs of people in the UK takes on an interpretive social perspective whereby studying a subject from a sociological perspective, it is important to consider that people are ‘active conscious beings’ (McNeill Chapman, 2005; 19) and it is necessary to take into account how people’s thoughts and beliefs influence their decisions of how they act as autonomous individuals interpreting the social world around them. Weber believed that external causes on their own are not adequate explanations for people’s actions and that it is necessary to understand individual’s motivations and how they interpret the situation in order to fully understand social actions. (McNeill Chapman, 2005; 19) As noted by Carey (2001), using the term binge drinking can cause some confusion as there are a number of definitions, largely based around amounts of alcohol consumed, which can cause the connotation of binge drinking to vary. For use in this survey, ‘binge drinking’ refers to excessive sessional consumption, which can lead to feelings of intoxication and drunkenness, whether intentional or unintentional. A qualitative definition of binge drinking has been used for this research as the disadvantages of allocating a certain quantitative unit of alcohol to the definition means that binge drinking becomes associated with levels of drinking dangerous to health and negative consequences. It also fails to address that, although binge drinking frequently or over long periods of time can lead to a greater likelihood of problems or negative consequences as a result, that this is not always the case and that many people enjoy and have experienced positive effects from occasional binge drinking. (Weschler et al, 2000 cited in Carey, 2001; 285) By allocating quantitative measures it fails to address that binge drinking and drunkenness are subjective as different amounts of alcohol affect individuals at different levels, and perceived behavioural control is a primary influencing factor where alcohol consumption is concerned. Research Methods For this study, a combination of descriptive and explanatory primary research was carried out, in order to create an overview of people’s attitudes towards binge drinking, and individual drinking habits, as well as attempting to produce an explanation as to why people binge drink and why this is perceived as a social problem in society. (McNeill Chapman, 2005; 7) A self completion questionnaire was decided upon as the most appropriate method of research as it was the most time and labour effective method of data collection. It is possible to obtain relatively extensive data from a large sample over a short time span using a questionnaire, which can increase the representativeness of the results making them more generalisable. (McNeill Chapman, 2005; 10) After deciding on the issue of binge drinking, a limited literature review was carried out to ensure the subject to be studied was viable, and also in order to identify common themes and key questions to ask candidates. Literature included journal articles by Measham and Brain (2005), Ajzen and Madden (1986), and Johnston and White (2002). A hypothesis was not developed as the research aimed to look for any general patterns in binge drinking behaviour and underlying reasons for the behaviour, and it was therefore felt that to create any specific hypotheses would create too much of a reductionist viewpoint from which to start the investigation. As previously mentioned, a limited literature review was carried out in order to identify key issues that had occurred in previous research to develop an idea of significant areas to be covered in the questionnaire, but overall the aim was to maintain a broad perspective based around an interpretive reflection of findings and attempt at a causal analysis. The aim of the survey was to cover a variety of age groups with different socio economic circumstances, and different gender groups, to see if this affected attitudes towards binge drinking. Approaching people directly and e-mailing copies of the questionnaire out to individuals developed a snowball sample whereby the questionnaire was passed on to others by initial participants and so the sample ‘snowballed’. Due to the vast number of people who use e-mail in contemporary society, and the convenience of using this medium of communication, it meant that e-mail was an especially viable method of contacting potential participants. (Sheehan Hoy, 1999 in Seale, 2004; 107) An initial draft questionnaire was developed using a variety of open and closed questions, primarily using closed questions to establish simple answers such as age, gender, income, etc with open questions primarily used as follow up to the closed questions to find out more detail and reason behind the answers selected in the closed questions. Some Likert scales were used to enable participants to express strength of opinion, which could be compared with other participants’ answers. The advantage of closed questions is that they could easily be pre coded to enter directly onto the SPSS software programme to be analysed, while it can be difficult to organise answers of open questions into categories for post coding and comparing participants’ answers. (Moser Kalton, 1971 in Seale, 2004; 83) While closed questions can verify their meaning by giving participants a selection of answers to choose from, and makes the survey easier for respondents to complete, it also results in a loss of spontaneity and detail in answers, and subjects may find that there is not always a category suitable for the answer they wish to give. In contrast, although open questions are more time consuming to complete, they allow for more detailed and unusual answers to be given, as well as reducing demand characteristics enabling participants to give more open and less influenced answers. (Bryman, 2004; 147) For this reason, combinations of the two sorts of questions were used in order to enhance the effectiveness of the survey. After a pilot run of the questionnaire that identified any faults, improvements were made and the final complete questionnaire was distributed amongst individuals with a range of ages. The disadvantage of snowball sampling is that it is much less systematic than other forms of sampling as it is based on the presumption that by selecting key individuals, other similar individuals will come forward who would make the sample representative, but this may not necessarily be the case. On this occasion, gathering a sample based on this premise proved successful as no one age category had a significantly higher number of participants than any other. The overall constituency of the sample consisted of 14.3% Under 18s, 24.7% 18-30s, 19.5% 31-45s, 22.1% 46-60s, and 19.5% 61 and over. In order to analyse the data the closed questions were pre coded and the open questions divided into common themes and post coded, then entered onto the SPSS software system in the form of figures and symbols which could be counted and added up, in order for the data to be analysed using a variety of statistical analysis techniques; primarily cross tabulation tables. (McNeill Chapman, 2005; 52) After producing cross tabulation tables from the data collected, it was found that many of the supporting Chi Square Test results produced values bigger than 0.05, suggesting no significant relationships between the variables. This could have occurred for a number of reasons; the sample may not have been big enough, or large tables with many cells may not have had enough cases in each cell to generalise from even where the differences in percentages on the table appear to have quite a large difference. In these cases, patterns could often be identified visually from looking at the tables based on the premise that a significant relationship could have been found if a larger sample had been used. However, caution in generalising these findings had to be taken based on the Chi Square results. Secondary data in the form of literature reviews and statistics collected by others were also used to develop ideas, and also to verify findings from the primary research; more than one source of data is used to cross check findings and verify their validity. (Bryman, 2004; 545) The reliability of the research is considerably higher than other methods that could have been used as questionnaires can be replicated with the exact questions and phrasing as many times as needed. However, with regard to the nature of some of the questions asked for this particular questionnaire about drinking habits which involve memory, reliability may be affected as people’s memories may not be accurate or may base their answers on their most recent drinking activity, so if asked another time may produce different answers. (Moser Kalton, 1971 in Seale, 2004; 81) The validity of this research could be considered to build a relatively realistic picture of what is being studied as the validity of people’s answers could be checked by comparing what they say their attitudes towards alcohol consumption is, with their actual reported drinking behaviours. A person is more likely to be open about their opinions and behaviours in writing than if asked to talk about them due to dissociation with the response. However, questionnaires can be affected by demand characteristics, particularly with closed questions, and people may pick what they believe to be the most socially acceptable rather than what they actually believe. (Moser Kalton, 1971 in Seale, 2004; 75) A further problem experienced with this questionnaire was that a number of questions were not completed on some questionnaires. It is not possible to know whether this is because participants accidentally missed the questions, or did not wish to disclose particular information. Further to this, some answers for questions such as asking people to select socially acceptable places to consume alcohol, it is possible that they selected those which reflected their own drinking habits, rather than what they thought the majority of society would view as socially acceptable. This may affect the validity of the final results. This appears to be an ethically sound piece of research as all the participants were informed of the purpose of the research and what the disclosed information would be used for. It was made clear that their participation was voluntary, and they were therefore giving informed consent. In an attempt to safeguard the privacy of research subjects, especially as the questionnaire required some personal information to be disclosed, all participants remained anonymous so that the information they disclosed remained confidential and could not be traced back to the individual. (McNeill Chapman, 2005; 13) It could be viewed as a concern that Under 18s were not asked to provide parental consent before completing the questionnaire, but due to the anonymity of the survey it was felt that it was unnecessary providing the participant themselves gave informed consent. One way the overall research process could have been improved would have been to carry out more in depth preparatory investigations such as focus groups to discuss the issue with individuals and gain a deeper understanding of their perspective on the situation, and what they thought the key issues related to binge drinking were. A focus group could have helped create clearer guidelines for research and possibly aided the development of a hypothesis to create a more focused piece of research. (McNeill Chapman, 2005; 32) Alternative or additional methods of research could have been used to investigate the binge drinking culture in the UK. One option could have been to carry out an ethnography. This would allow the researcher to witness participant behaviour in their natural setting, without demand characteristics affecting the situation. However, for the purposes of this investigation it would have affected the representativeness of the population as certain places attract certain types of people. Also, people will act differently in different situations and may be less likely to binge drink when at home than when out, but it would not be possible to observe this using an ethnography based in a single social setting. A further problem with ethnographies is that they can be the subjects of experimenter bias, as the experimenter must interpret the situation they are observing which is based on a subjective understanding of the situation. (Hammersley, 1991 in Seale, 2004; 243) A further alternative method could have been to interview participants rather than using a questionnaire. This method could have collected factual and attitudinal data in greater depth than a questionnaire. However, interviewing is more time consuming as it involves recording and transcribing the conversations before it can be coded and analysed. There is also the problem of interview bias, whereby the interviewee attempts to interpret what the interviewer wants from the situation based on their response to certain answers and the leading questions they ask. As mentioned before, the reduced anonymity of interviewing as a result of having to speak to someone face to face may affect the openness of the answers that participants give, and they may be less truthful or disclose less accurate information. (Bryman, 2004; 338) Overall, it was felt that a questionnaire was the most appropriate method of data collection for this piece of research, providing the most effective means of collecting relevant data. Culture of Consumption ‘Culture’ in this context is referring to the workings of society, from policy relating to the selling and consumption of alcohol, through to market influences and post traditional lifestyles and relationships which are leading to shared beliefs and values regarding binge drinking in contemporary society. Culture is important as it is through exposure to it within specific societal contexts that people develop their own thoughts and values regarding certain behaviours and what is socially acceptable. According to the relevant Chi Square Test results, none of the Charts 1-4 in Appendix A showed a significant or reliable relationship between the variables. Chart 1 which demonstrates the frequency of alcohol consumption of women with different levels of disposable income, shows that regardless of disposable income levels, the majority of women for each income category reported consuming alcohol more than once a week; 80% of those with a disposable income of less than  £100 reported doing so, 100% of the  £101- £400 per week doing so, and 66.7% of the over  £400 per week. This could suggest that although disposable income may restrict the frequency of alcohol consumption to some extent, overall a culture has developed whereby alcohol consumption is viewed as an important aspect of socialising, relaxation and leisure time. Interestingly, the  £101- £400 per week disposable income group appears to consume alcohol the most frequently. The UK nighttime economy, which has developed extensively over the last decade, thrives on the promotion of consumer excess and intoxication. Daniel Bell (1975, cited in Measham Brain, 2005; 275) argues that in contemporary society individuals have lost the influence of the traditional sources of structuring such as occupation and family, and as a result new sources of collective identity have been formed, based around the market and in terms of alcohol, around the night time hedonistic culture of consumption; individuals seek to construct their identity through consumer products. This transition has facilitated greater opportunities for individuals to engage in hedonistic consumption, along with the decline in traditional norms and values that limited excessive consumption of alcohol. Cofield and Gofton (1994, cited in Measham Brain, 2005; 275) argue that amongst this hedonistic economy, drinking is no longer viewed only as a form of social integration, but more emphasis is placed on relaxation through the purchase of consumer products such as alcohol. This idea is supported by James (Cited in Wessely, 1998) who views contemporary society as a ‘low serotonin society’ and claims that individuals in society are more depressed than ever before, and that the increased pace and competition of life has led to family breakdown and higher stress levels. James concludes that people in contemporary society are self obsessed and overly concerned with their emotional well being; as a result of this people are looking for methods of relaxation and escapism, alcohol of which is one, which in turn has lead to social changes and a culture of consumption in the pursuit of happiness. (Wessely, 1998) This could be seen to support observations in chart 2 as those whose incomes come from paid employment drink more frequently, which is likely to be as a result of the stresses and strains of everyday life. Further to this it could be argued that the reason there is only a marginal difference between income and frequency of consumption is that it relates more to individual life circumstances and the stress levels in individuals’ lives rather than money available to spend on alcoholic products. Chart 4, which shows differences in preferred alcohol beverage by different disposable income groups shows that no significant relationship exists between disposable income and preferred alcoholic beverage. However, it can be noted that overall the most popular alcohol beverage was wine/champagne, with 52.8% of the total sample selecting this as their preferred beverage. A reason for this may be that there are such a wide range of wines available to suit all tastes and budgets. 100% of those who had a disposable income of more than  £400 per week chose wine/champagne as their preferred beverage. This may be because expensive wine/champagne can be bought as a symbol of status in society, particularly if consuming in public places such as restaurants or high status bars. It can also be noted that 100% of those who selected alcopops as their preferred beverage were in the  £100 per week or less disposable income category. This may be because generally alcopops are popular with younger drinkers, who are also likely to be those with a lower disposable income available to spend on alcohol. The popular demand for wine as an alcoholic beverage is supported by Duffy’s research (1981; 200) which found that the consumption of alcohol products almost doubled between 1963 1979, particularly wine and spirits. He also comments that a reason for this is that the relative price of drink has declined which has enabled consumers to purchase alcohol in larger quantities. The British Medical Association has argued that raising the price of alcohol beyond inflation levels would aid the control of the problem of binge drinking, and that this could be achieved by introducing minimum prices for each type of alcoholic drink. (Louth, 2008) However, it has been argued that increasing prices will not deter those who feel a ‘need’ for alcohol, just as increasing the prices of cigarettes has not stopped smokers buying them. It is an issue of personal demand over anything else. (Louth, 2008) Further to this, there are so many alcoholic drinks marketed by different producers that it would require an entirely new governmental system to control restrictions on the price and marketing of alcoholic beverages. Duffy (1981; 202) investigated whether advertising and/or taxation contribute in any way to official alcohol control policy. The income elasticities were found to be 0.8 for beer, 1.7 for spirits and 2.2 for wine – these figures show the elasticity of demand in relation to income. These estimates of elasticity appear to correspond with the findings of chart 4, which suggests that wine is one of the luxury products which people tend to consume more of, especially in the privacy of their own homes, particularly as their disposable income increases. The findings of Duffy’s research also suggest market demand for wine has increased at a greater rate than other alcoholic beverages, with consumption of wine increasing at a faster rate than the consumers’ relative income. (Duffy, 1981; 204) In 1970, on average individuals drank approximately seven litres a year of pure alcohol compared with an average of nine litres a year in contemporary society. Whereas the consumption of beer and spirits has remained relatively stable over a long period of time, the consumption of wine increased dramatically, representing over 80% of total alcohol consumption. This would also suggest that increases in alcohol consumption cannot be directly related to anti social behaviour as many of those middle class individuals, reflected in the findings relating to income and preferred alcoholic beverage, will not be seen creating disturbances and expressing anti social behaviour in public spaces. Many prefer to consume alcohol within the privacy of their own homes. (Louth, 2008) Yet Government statistics for middle class individuals who participate in habitual wine drinking show that they are consuming enough alcohol to cause considerable damage to their health, and government research has suggested this hidden drinking culture is also problematic in terms of putting pressure on the NHS through alcohol related hospital admissions, but largely ignored as it occurs behind closed doors. The Public Health Minister, Dawn Primarolo commented ‘Most of these (admissions) are not young people; they are ‘everyday’ drinkers who have drunk too much for too long.’ (Primarolo, 2007 cited in Boseley, 2007) Duffy also found that the estimated elasticities for advertising of all alcoholic beverages were low, especially for wine. The assumption here is that there are so many adverts for other alcohol products competing against each other and against other products in general, that they cancel each other out and have relatively little impact upon the consumer. However, their continuous presence is likely to contribute to the popular cultural belief of alcohol consumption as an integral part of social life in western society. (Duffy, 1981; 205) It can also be noted that the shots category was not selected by anyone as a preferred beverage and as such is not shown on the chart. Some of these writers have left profoundly inspirational impressions on our lives, touching us in a way that will never be forgotten. During the â€Å" â€Å"Roaring 20’s,† many new aspects of life were introduced to American society, forever changing our lives. Along with the â€Å"Roaring 20’s,† came the Harlem Renaissance, a cultural movement during which black art, literature, and music received much deserved credit. It originated in New York City's Harlem district and was also called the Black Renaissance, or New Negro Movement. It was quite common in African-American society for people to exchange tales and folklores that stemmed as far back as their ancestor’s days in Africa. One of the most accomplished writers of this time was a beautiful, young and extremely intelligent woman. This young woman took this comm on practice and used them in her novels and tales. It was this simple yet intriguing idea for writing stories that helped launch Zora into the forefront of the Harlem Renaissance. Regardless, of her trying and discouraging lifestyle as a child, Zora chose to press onward and upward throughout her life. Zora had more than her fair share of hardships from her early childhood up until her last days on this earth. Though tough times were all too frequent, Zora continuously worked tirelessly towards her destiny. In her lifetime she was acknowledged as a leading force for the Harlem Renaissance, forever revolutionizing America’s views of African-American’s as well as the great intelligence and creative capability of women. Through her short stories, poems, and novels Zora was able to reach many people nation wide and therefore further express her views and beliefs to those black and white.   Ã‚  Ã‚  Ã‚  Ã‚  On January 7, 1891 in Notasulga, Alabama Lucy Ann Potts Hurston gave birth to the sixth of her eight children. Nixon swallowed his disappointment and enrolled at nearby Whittier College. Nixon majored in history, and one of his history professors had a profound influence on his career. Smith was a Republican who urged hi s students to think about the importance of leadership in government. He encouraged them to consider entering public office, and he certainly helped turn Nixon’s thoughts in that direction. The conclusion of this matter relies on how accurate and reliable the information is. Congestion Zones are used in hope that traffic gets reduced. The mayor of London has recently put congestion zones into place in hopes they will reduce traffic by 15%. Critics of the scheme however, say that it is unworkable and unfair. They also claim it will probably lead to more congestion as people try to avoid the charging areas. Central London has had a dramatic cut in traffic since the introduction of the congestion charge. 40 000 less people are driving through the zone each Some people agree with the congestion charge, and can produce many facts to support their view. Source one says that since the congestion zone was put into place, traffic had been cut by 18%, and delays were down by 30% since the congestion zone has been bought in, the advantage of congestion zone was clear as the traffic was rapidly decreasing after the introduction of congestion zones. If the traffic is reduced then there will be no delays so not that much pollution released in to the atmosphere; which leads to climate effects for example global warming. The public transport in the city has improved dramatically by 20%, with 29,000 more people using the service- which will mean much more money towards its improvement. This also contributes to the protection of our planet against climate changes which can have social effects. If more people chose to use the bus or taxi then this would improve their health as they would walk and always go on separate cars. Source one also says that the streets of London were ‘clogged' and the heavy traffic on the roads were costing businesses approximately i2 million a week. Congestion zones are good because people only use them if they really have to, the evidence to this point is in source 1 when it states â€Å"there are 65,000 fewer car trips†, and so this means a cut down on gases being emitted into the air. If congestion zones are reducing traffic by 21 per cent and 70,000 cars every day then it must really work. On the other hand congestion zones can also become a disadvantage. For my second source, I have a newspaper article from London Evening Standard news to support my point. In this source, Angie Bray sates that the rate of traffic rose to 2. 6 and 2. 7 minutes per kilometre. This is a disadvantage as if there is a high traffic rate then the will be more pollution caused than cars at normal speed. The number of cars that was entering the congestion zone has rapidly increased from previous years. The newspaper clearly states that â€Å"surely now is the time to start thinking about an alternative way to tackle congestion†. Evidently, the congestion charge did not really work out as the number of cars has risen. The local newspaper gave me evidence that congestion charge was a failure as it states that earlier this month their research has told them that traffic in the morning rush hour was running more slowly than before the scheme began. Angie Bray speaks that the charge has lost its main justification. Which is truly concerning as there is no change in climate. Congestion charge has a knock on effect on the environment and economically. Not many people will want to pass through the zone unless it's necessary, so they would find other alternative ways to pass the area causing more congestion in other roots. This effects the people around that area as they live in an atmosphere filled with bio-products. Thus, many would use buses to travel instead of their own cars. This again results in a disadvantage of congestion zones as there is more buses equals' huge amount of pollution made by one bus against 10 cars. Congestion charges can affect people and also businesses. This is because businesses have lost profits after the congestion zones were placed. As businesses need stock delivery which might need to cross the charging area which trails to extra costs, leading to lower profits. The workers might have to cross the congestion zone to go to work every day, resulting in quitting that job. This again affects the businesses to lose their workers. It is well known in London so it is trusted a lot. This report contains exclusive interviews with Angie Bray. However it was published in 22th November 2007 as this means it are a couple of years old, so it is not reliable as this data is not up to date and might not be the case now. My source three holds a great importance of the reliability as it is reliable. This is because facts and figures form the article is as relevant and reliable. As it comes from a trust worthy newspaper article. Because the stats are from the government, they are going to be very reliable indeed, as they will contain no gossip, rumours or assumptions. Out of all my Sources; I feel that my Source two is most reliable. This is due to age, validity, fact, bias, author and the exclusive interviews. This Source shows both positive and negative points about the congestion charge. The congestion charge also has an impact on many other things, which I can place under Social, Economic and Environmental. The social effects are that the people that will be affected by this are local. It will mainly affect local, seeing as those in the area will either have to pay the charge, or they will be facing probable delays on alternate routes, due to the number of people trying to avoid the area. They will also benefit from the cleaner, safer air if they live around the congestion zones. If a person is caught up in heavy traffic their journey times will be unreliable, impacting on all sorts of thing such as family, work, health appointments etc. The economic effects are that for those that have no choice but to pass through the zone it is just adding to their payments. Not only do they have bills and road tax, but now they have to pay i8. 00 every time they need to get somewhere essential, such as my research shows some businesses are being affected by things such for instance stock delivery, which now costs the business more because of the charge. As for the environment, if a vehicle is moving slowly or stationary, it produces more carbon emissions than if it moves at a normal speed. Thus, more global warming and other climate change which affect animals and humans. The other gases are released like sulphur dioxide, this will cause acid rain and damage the marble and other materials which costs a lot to repair. One of the negative effects of the congestion charge is its knock-on effect on the wider community; with people looking for new routes, surrounding areas could become clogged with congestion, and we would have the same problem all over again. To conclude, after considering all the evidence for both sides, I think that overall congestion charges are a good idea. That's not to say that it doesn't have its negative points though, because it does. The information that most helped me reach my decision was the data I found, and my source 1, BBCNEWS report. This is because I feel the health of the people will be improving, and you can't really argue with that. Also, the fact that the money is being spent on the public- which I think is a brilliant idea. However, like I have said, the congestion charge does not come without its negative points, such as: people paying a ‘double tax' when they have no choice, delays and congestion being created on alternate routes due to drivers trying to avoid the congestion charge area, and also, the fact that some businesses are suffering is something that I find quite unacceptable. So yes, the system does need some tweaking, but overall think it is a good idea that initially solves a problem. I think my conclusion is valid because I have considered all of the evidence and made an educated decision.

Apart from the basic pay the officers/employees are eligible for valuableness Pay, Dearness honorarium, City Compensatory Allowance, House Rent Allowance etc. as per the orders of the administration of India.The activities of the Centre are financed by the rudimentary Government through the budgetary allotments. The expenditure is by and large categorised into plan, non-plan as also taxation and capital. The details of different budgetary allocation and progress of expenditure are presumption separately. In compliance with the requirements under Section 5 of the Right to Information Act, 2005 the Centre has appointed Appellate Authority, Central globe Information Officer and 4 Central Assistant Public Information Officers.
